Witness Points and Hold Points for International Furnace-Part Orders

Direct answer: A witness point gives the buyer or inspector the opportunity to observe a defined activity after receiving notice; production may normally continue if the invited party does not attend under the agreed rule. A hold point stops work until the required release is recorded.

These controls are useful for international furnace-part orders because the customer cannot watch every manufacturing step. Used carefully, they concentrate attention on decisions that are difficult or impossible to reverse later.

For furnace fans and impellers, agree which inspection activities require witnessing and which release decisions are hold points before manufacture.

Witness point versus hold point

At a witness point, the supplier sends notice before an inspection or test. The order should state the notice period, the permitted response and whether the activity can proceed if the buyer waives attendance or does not respond. At a hold point, the supplier must not continue until the named party issues release.

The terms should not be used casually. A hold point without a response time can stop production indefinitely, while a witness point without a notification rule offers little practical control.

Where control points add value

  • approval of a replacement drawing reconstructed from a worn sample;
  • first article dimensional review before batch production;
  • material or process review before an irreversible operation;
  • specified NDT of critical areas;
  • review of an approved repair or rework;
  • final inspection and document review before shipment.

Not every stage should become a hold point. Too many stops increase lead time without improving evidence. Select points where a wrong decision would create major rework, loss of traceability or installation risk.

Information required in the ITP or purchase order

  1. activity and characteristic;
  2. witness or hold-point code;
  3. responsible party;
  4. minimum notice period and communication method;
  5. documents provided before attendance;
  6. acceptance criteria;
  7. release, waiver or rejection record;
  8. rule for rescheduling or non-attendance.

Remote witness options

When travel is impractical, a project may use time-stamped photographs, live video, marked-up reports or third-party attendance. The method should be agreed in advance. A photograph without part identity, scale, date or drawing reference may not prove what the buyer needs.

A practical example

For a custom furnace roll, the buyer may set drawing approval as a hold point, final runout measurement as a witness point and document-package approval as a shipment hold point. For a heat-treatment basket copied from a worn sample, the first article fit dimensions may deserve a hold point before the rest of the batch is cast.

Common mistakes

  • using “customer inspection” without identifying the stage;
  • not stating how much notice is required;
  • allowing production to continue past a true hold point;
  • treating a signature as approval when acceptance criteria were not supplied;
  • adding new hold points after the work is complete;
  • failing to record waiver or release.

No. Responsibilities should remain defined by the contract. A witness confirms attendance or review of the stated activity; it does not automatically transfer process responsibility.

Can a hold point be waived?

Yes, if the authorized party issues a documented waiver under the agreed process. Silence should not be treated as release unless the contract explicitly says so.

Should routine repeat orders use the same hold points?

Not automatically. Stable repeat production may justify fewer controls, while a drawing, material, tooling or process change may trigger renewed review.
